One explanation might be that many of the intersections in Weston involve turning into roadways that have multiple lanes in each direction, and therefore the vehicles turning left believe that they have the right to turn at the same time as a vehicle is attempting to make a right turn from the opposite direction at the same intersection. The law is very specific in requiring the vehicle intending to turn left to yield its right-of-way to the vehicle in the opposite direction.
